Children's homes which provide education

Since the 2003 independent school (IS) regulations came into force, there has been a sharp rise in the number of CH applying to register as schools. These settings are registered with Commission for Social Care Inspection (CSCI) and are inspected by them twice a year. Where they are providing on-site education for one or more children with a statement of SEN or who are looked-after, the CH are required to register that provision as an independent school with the DfES and this becomes subject to inspection by Ofsted on a three-yearly basis. When inspecting this provision, inspectors should check compliance with all the IS regulations. It is also appropriate to look at the most recent CSCI report and investigate what action the proprietor has taken to address any recommendations. Inspectors are not required to carry out a check of the children's home against the national minimum standards - this will have been completed by CSCI. However, inspectors will wish to speak with residential care staff, and talk to pupils about their school and 'home' life and make a judgement about how well the residential and school elements of the provision work together to support each pupil's educational progress and personal development.
